Loss of documents and long waiting periods

I resigned in June and submitted all the required documents for resignation and my last day of service was 31August . In September I didn't get paid which meant everthing was in order. On the 18th of September I called GPAA to find out about my payout only to discover that my employer which is Department of Education HR from Ulundi has not submitted my documents to GPAA. So I contacted them and found Mrs Margaret Kubheka who then told me my documents were misplaced somehow and she requested I send them again and I did. It is funny though that my documents were lost after they managed to stop my salary but failed to submit them to GPAA ! I understood , she then told me I can only do a follow up after two weeks because Finance has to calculate a DEBT TAX of only one year(why that takes two weeks I wonder! ) . My complaint now is : two weeks have passed and when I contact them via email for a follow up there is no response , I try calling no Answer. So now I am wondering if they even realize that they are ***********, first they lost my documents hence they were not done on time, secondly instead of dealing with my process as quick as they can since they are the ones in the wrong, they still expect me to just wait on them and lastly now they are not giving any feedback! I am tired of waiting now I want all this process done and their incompetence has ruined my important plans. I wish the relevant people would just do their jobs
