late submission of my pension application

I'm currently a pensioner. I submitted my application forms around March 2015. I even Recieved a letter from Dep of Education confirming my retirement. Now to my surprise the GPEF people are telling me that I will only recieve my pension in 2 months due to the fact that Dep of education HR has only submitted my applications today 09/12/15 since April 2015. This is unfair as now I have to wait 2months without any payment, how will I survive, how will I manage my debts.
