late certification

Elangeni Fet college is wasting our time,when we ask them for our certificates for weldind learneship program which we completed in august 2013 nobony wants to take responsibility.We understand the South African govermant is giving them millions of rands wich we believe they are not handling properly that could be why we haven't received our certificates to date
