KIDS SUSPENDED FROM SCHOOL,SCHOOL FEES IN ARREARS

I would like to know how does a school suspend a child from school due to school fees been in arrears whether it been a public or private school how do you do that knowing that this is a crucial time as we are almost at the end the year, I am sure that the outstanding debt can be settled by the end of the year, does our teachers neither the principal not see how important is education that they can just decide for a child to be at home not even knowing the situation of that child at home, or is it just about the money?
