Is rewriting MATRIC a waste of time?

I am very much concerned and I am looking for answers, I am sure that I will receive the help necessary.

My young sister passed here matric in 2015 with a bachelors degree but could not qualify for university because her maths and science where low for the course she wanted. 2016, she went and upgraded at another school, only to receive the same results at the end of the year. Now in 2017, she attempted again and registered as a part time learner to write the Nov/Dec exams. She attended part time classes and her understanding of the subject was progressing and she was confident about the exams she wrote because she had put in so much effort to studying. When the results finally came, we where extremely shocked because what we saw was not what we expected. the results didn't change at all. according to the other part time learners, their results where the same as their previous. How is that so?

My question is that, do you take into consideration students who want to better their marks and not redo their whole matric? Or do you just toss their scripts aside and only concentrate on the matriculants only? How is it that a out of ten part time students, no one got better marks but they got the very same marks? the education system is failing our kids as my sister is losing hope and going back to class is not an option for her.

Please advise as to how do we deal with such a matter?
