Housing allowance has not been paid in 2 months

My housing allowance was considered successful and should have taken effect from 01.07.2015 but I have not been paid for 2 months. <br> <br> No one at the department answers their phones and my principal has had no luck rectifing the problem.<br> <br> Fed up with the lack of service.<br> <br> What to do now?
