GDE Admissons acceptance process unfair

Hi There, So in April this year I registered my child online for Grade 8 at Florida Park High and received the necessary SMS and verified documents. We were told we on waiting list "A". On Friday I get an SMS stating that " Note: Parents will be informed of the learner placement from 3 August 2018". When checking for child's status it shows pending. The school says its reached capacity of acceptance. The department says that I must wait as they will find a school for him. Now Florida Park High school is 400m from my home. So I ask you what criteria did they use. The answer was first come first serve..what happens if a person app**** from another suburb.Surely us (i.e.) Florida resident people must be given preference?? The people at GDE offices in Florida are only keyboard pushes and not qualified to answer such questions..
