Frustration beyond words!!

I have been trying to get through to Truro house and Malgate building for weeks now. I called ********** 911 and was given ********** 061 or ********** 147. I desperately need a copy of my matric statement of symbols and apply for a duplicate certificate. how can we get this type of service, as a South Africa Citizen, our service departments are absolutely disgusting. nobody answers those 2 numbers, every other number that I can get through to refers me back to these numbers. So much for our Government Department. what is becoming of our country, one tends to wonder. complaining doesn't help, how do these people get paid for jobs, and services they suppose to provide, when they are not providing it.
