FAILED TO RESPOND TO A CERTIFICATE ENQUIRY

I have been struggling to obtain my NCV certificate since 2011 from the DHET, i recently got employed by the Department of justice but they say i will not be appointed permanently if i do not make means to get my certificate. Everytime i go to the DHET they tell me that they cannot help me or their system is offline, this is a very serious matter that needs to be dealt with, it has been long overdue and i will lose my job.
