Extremely slow service by the department

I have not received any salary since March. I submitted all the documents they wanted, yet my documents are still stuck at the district. The one time they wanted a document which was submitted last year December via email and claimed it wasn't there. Email sent inbox had the document and it was resent. My policies have lapsed, contract phone blocked and other bills haven't been paid for the past four months now. I can't even make an arrangement as I do not know when I will be paid. I recently learnt that only the first part of processing was only done on 31 May. My documents are still at the district. They haven't been fully approved so they can be sent to head office. I have under age children who are dependent on me and am a single parent.
