Early application but still no space

They say children have rights to free education but we apply at government schools but we are treated badly, my child stay just next door to the school but I am told there is no space and any other schools that are far from where she stays,they say she staying far and should go to Germiston South and this white women at school is so rude when talking to us I don't know if she only does this to black people of she does this to everyone but as I am saying my child does not have space at any school,where should I take her now?
