Disappointed in the department of education

I recently found out from a potential employer that i have Matric replacements certificate that i never app**** for the certificate was app**** for in 2012. I was very angry because i was told to apply for a replacement certificate. What make me angry i have a matric certificate in my hands right that was revoke without my knowledge.

Question is how can someone be allowed to apply with people's details for Matric using someone's information and does it mean that our personal information is not safe at the department of education.
