complaint

On the 11 january 2016 I tie to enrol my kids in the school to which I was told to go to the department. Ms mawele told me to go back to the school and explain my situation I returned. I've tried numerous times to make an appointment with that principal and was told on 4 separate occasion's that his not available and the Ladies in the admin office will get back to me. I've also called ms mawele on the 25 and 26 only to find her line was busy I left a voice mail but no response from the school or the department I'm not sure what else I can do so here I am asking what should I do about my grd11 son that could be sitting at home if I did give them the transfer of school. I'm totally lost please advice
