Bad treatment

I was at North pine primary school for admission for 2017 first I was turned away for the municipal account letter , the second day I was turned away , they wanted an affidavit from the mother of the child because the child I was enrolling was my brothers, he is staying with me but his mother is in the Eastern cape.I called the mother she did the affidavit and emailed it .The third day when I thought I had everything the lady is telling she cannot use the municipal account because it not in my name.Really! I was so angry for the up and down I had to do.I feel the school is being unreasonable because its not like they are going to post the letters . I went to eskom to get my electricity bill when I get back I was told my child will be on the waiting list because they are not serving my area.Is that the departments procedure because as a parent I have a right to take my child to any school.And the school should give the straight information to parents not sending them up and down
