Bad service

I have finished my N 6 IN 2011 and i app**** for my national diploma in april 2014 after finishing my 18 months in service training and i was asked to pay at absa and that it would take up to 12 weeks, after waiting 7 months i was told that it has been denied because the employer letter was not original and it was not signed even thou i made sure it was but i decided again in april 2015 that i would ensure they are correct and i double checked with the student officer wagieda williams at the college of cape town gugulethu campus and we both agreed they were correct but up until today we have not heard a word from the department and when we call the offices its either the phones are not picked up like no one works there or if anyone picks up you don't get a straight answer they just play hide and seek and this is affecting me negatively because when i apply for obs i can't say i have a diploma i end up using my N 6 certificate which puts me at a disadvantage against other applicants. Please Mr De villiers(Head of department) could you make sure your staff do their jobs and answer phone calls and atleast provide reasons why there is a delay. This is not meant to be negative
