Bad service

I went to the department of education to update my matric certificate fixing my duplicate ID numbers and change my Mother surname to my Father is been a 1 years going for 2 years not yet done at the office the staff is busy telling me that the system rejected my applications am confused now can't apply because my CV show different ID numbers and my Surname differs from my ID .bad service because am black without any qualifications
