Awaiting Salary for four months from Department of Education

Hi my name is Neville Goliath, This review is about my brother in-law, Ashley Arthur Speelman, I. D ***. He has been working as a community patroller deployed in schools from the 22/10/2020, and has never been paid by means of a salary till to date. The school where he is deployed don't have any answers. And on top of this, he signed a contract on the 22/10/2020, I just want to know, why is he struggling to get his salary from whoever's responsibility it is. I have all the prove of the correspondence between me and the Department of Education,even an application for payments into Bank account. Please help.
