Order Place on 17 July, Getting run around on Delivery

We placed and paid for a dell battery up to now there is no positive response from you guys.I have been sending emails and making phone calls and no one even responds to my emails. I was given a track number for UPS but they said the battery was not shipped. Been in contact with Dell for the last 2 weeks just cant get a response. Each email is mail escalating the previous mail requesting feedback between Dell Staff ??.
