Cannot report laptop ****** to Dell

I have tried to list my ****** Dell laptop with Dell. I have tried calling. I have tried online. There is no way to log such an incident here in SA. The online and call centre processes seem to end up looping back on each other so I could never send an email or fill out an online report. The call centre number seems to have no people at all - just voice prompts and more voice prompts...endless.

Dell South Africa - even though my support contract has ended I want to list my Dell laptop as being ******. Please help me do this.
