Billing and no communication

I have getting calls from African bank from last month regarding my account, I emailed my negotiator numerous time, he doesn’t not respond, they are harassing me, they call me at night and as early before 6 in the morning, on top of it they debited my accounts while on the other side im under the impression that my debt order includes all the debts, this month they debited twice had to reverse and im being charged for all the reversal. I sent my negotiator an email regarding this last week, to this date he hasn’t responded it been difficult dealing with him because he responds when it suits him. We need to resolve this otherwise next month I will take the money that you suppose to debit and pay if that’s the case. Cause I can not be harassed and suffer. If there was communication it will be something else but everyone keeps referring me to my negotiator who takes 2 to 3 weeks to get back to me.
