Payment issue on they're system left me with money out of my account and no pizza

I tapped my card to pay. The transaction went through and the money was debited off my account. On his side, it said declined. He said we should try again, so we did 3 times. It declined because there were now not enough funds in the account. He claims the money will be refunded, but I don't know when that will happen. I also cannot order any other food because the money has left the account. I asked him to leave the pizza because I obviously bought pizza because I'm hungry. And asked him to return later, maybe the money will be back in my account by then. He said he could not leave the pizza. Now I have no food, and no money to order from another food place. In addition to this he called the store for a solution on the transaction issue, and the people at the office were just laughing in the background about there now not being enough funds in the account for me to pay again. Alfred got upset and hung up after telling them they were being rude and he was helping a customer. He then asked me to call the store directly to deal with the payment issue and find it if and when I will be refunded myself.
