No Delivery if you don't pay upfront

If you select the "pay upon delivery" option they don't deliver. I had previously paid before delivery was done and in few minutes I had my Pizza.

Why do you put the option to pay upon delivery if you won't deliver. I selected "ASAP" for the delivery of my Pizza (ordered at 12:34), it's exactly 1hour now, I still don't have the Pizza
