Horrible service and wait time

I wish there was a minus stars, I waited 3 hours for my pizza ... the last time I ordered it was the wrong order and I still paid the charge because my family needed to eat. Now they state that the order is delivered and there is no delivery Who do I speak to, i need to advise them of the horrible customer service.... and how they need to coach and develop their staff
