False advertising

I just have a question that has my brain bedazzled. Why is debonairs advertising that delivery is free but when you do a online order they charge you an extra R15? Why don't they just remove the "free delivery " false advertising? And to make matters worse even though they charge the extra R15 the delivery guy still expects a tip.
