Debonairs Phoenix bad service

I made an online order (#***4) on the 7th February to be delivered at an address kwaMashu as the store indicates on the app that it does deliveries on this location.

"Hi *********, we've received your order for delivery from Debonairs Pizza Phoenix :) Review your order at http://yum.bi/bPLeZqytOv"

I got a call later that said they dont deliver to the location mentioned. I then requested a refund of which i was told to wait for 48hrs by the manager. The manager said she will do a reversal, till today i have not been refunded. No one is calling me, no follow up. Why does the store indicate a delivery to a location, accept payment and later change the story, all other nearby stores had blocked delivery to this area.
