David Martin does not deliver

David Martin undertook to design and host a website for me. I provided him with a detailed brief and paid the 50% deposit. Despite a number of reminders and pleas, six months later I have not received the website. He constantly makes excuses as to why he has not yet produced the website. He avoids my calls. Finally he is ignoring my request to repay my deposit.
