Waiting for a refund for 3 months!

I paid for a 3 month course that was being postponed so I app**** for a refund of the fund I had paid. I completed and submitted my refund application on the 14th of August 2015. The first time I followed up on payment, I was told I need to wait 12 weeks and I waited. 12 weeks ended and when I call they keep telling me \you have to wait for two weeks". I have tolerated their procedures and now I need my money back!"""
