Refund outstanding

During registration Damelin Correspondence College called me everyday up until I paid, then tolde it would take up to 21 days to receive my study material which never happened, after quering it multiple times via telephone and email, they kept saying they would follow it up and get back to me which also never happened, eventually I decided I can't study at a institution that doesn't take their students future seriously and decided to cancel Registeration and find a different institution, I called in just to be transferred from department to department to just get hung up on, after trying for 3 days I eventually got through to the cancellation department, who told me I should send them an email with all my proof of lack of communication which I did and got a reply that it would take 4 - 5 weeks, on the 4th week I tried to do a follow up and got a auto response saying immediately email will be attended to in 24 - 36 hours, still no response, I called an adviser would said he would send them an email to contact me directly, still no response, at the end if the 5th week I called again just to be told the same thing, and also still no response! On the 6th week now and absolutely fed up
