no tutors available

I am a new student with damelin correspondence and submitted a request for a tutor. I am really struggling and am in need of study assistance. This is financial accounting. This is going on for two weeks and I can't submit my assignments. On my student forms it says that there will be a tutor if we need one. But now when you apply and paid there is no one helping. Every time I phone there is just more excuses and am told someone will phone me, I must just wait. Who is going to pay if I fail my exams, or will I be refunded. Will Damlin wait for me?????
