No proper process for non registration refund

I paid a registration deposit to Damelin and have not been registered in three weeks. I send them an email to inform them that I wanted to cancel and would like a refund. For a week I've been sent from pillar to post with no assistance. I just want my refund. I spoke to 4 people all telling me different versions of what needs to be done, Jacqui, Yolanda, Malaika and Makabongwe who is the supposed consultant no one knows
