No certificate issued

Good day . I need help it's been 7 years no certificate issued. My young sister Samantha Mabunda Student number: *** was studying Project Management FETC completed 2017. She was only issued a statement of result no certificate. When making follow ups they keep telling us they will send it. It's now 7 years no certificate issued, my sister can't find jobs in project management field because they want proof of certificate that she studied Project Management in Damelin institution.
