Long wait to refunds

I app**** to do my national diploma in human resource management in 2016 first and foremost once i paid my full fees I notice damelin correspondence college service went down the drain.I could not get a hold of sudent advisers,tutors nothing I spent large amounts of airtime just to be told to leave a message in a voice mall that was full. I app**** for my refund in 2017 and it was granted by the council department. Damelin correspondence college received my refund documentations on 14th June 2017. I have then been sending emails non stop to be updated on my refund.keeping in mind it stated in their policy it takes 90 working days to receive my refund its now 2nd of march and I have not received no refund and no feedback on what's the hold up and my emails are no longer being responded to.
