Its been a year and still waiting for a refund

I enrolled for Mathematics in February 2014.My parents-in -law payed the full amount for the course.By May I still havent received my study material so I asked for a refund since half of the semester has past.I had to write a letter explaining why I want a refund accompanied by a proof of payment.After sending the all them requirements we havent gotten a response.After a few months I made an enquiery.Being told the lady handling the department is on leave.I called Ncumisa numerous times regarding the refund and was told to phone Karen Waverly who also didnt respond.We would really like to get a refund for the amount payed for the course.
