Ecd refund

Hi in March 2019 I registed for early childhood development and for them to accept me they asked me to write a pre Afrikaans test then I said I rather cancel and asked for refund. Refund takes 90 working days even now I am still struggling to get the refund. When I call they tell me they can't see me on the system and unfortunately they can't do anything on their side but sent the query to their finance department. Even today finance department never responded to any email I sent. The lady who was helping me with registration don't answer my emails. August I called they told me she left the college. I feel so helpless and ****med because they ignore my emails and I cannot get in touch with the finance department atleast to find out when can I expect my refund. I took a loan to pay for the fees now I am struggling to paid it back
