Deregistration Issue

I have a problem my sister started with Damelin College Durban city campus in Feb 2015 and she was pregnant so she gave a birth March 2015 and went back to school after and leaving the child behind with my mum, end of april my dad got sick and was admitted to the hospital and now mum couldn't take care of the baby so my sister had to drop out at school and go back next so when we went to damelin to explain the problem they told us to pay the full amount its not there problem and she registered for full time 1year certificate which have 6 subject 3 this semester and 3 next semester the total price for the course is +-R27000 for Office Admistration and i have already paid R9000 and now both mum and dad are not feeling well and my sister is still and home with the baby Damelin told us she cant deregister she must pay full amount please assist we really dont know what to do or take it up with dep of education and news paper because damelin is operation like clothing account now and i thought education in mzansi is not supporse to be like this seriously
