Damelin refund me PLEASE

After paying for a certificate the institution cancelled it and never refunded me since 2017 to date they don't return call when I enquire about the refund a lady in their head office in Durban is rude during calls after Pretoria campus said I must follow up with head office Was even advised by a certain lady in Pretoria that the college don't take black serious as we the only one who are made to run around when we need to refund. I got an email in Jan saying the refund will be made 1st Feb but 11 days later still nothing the person who do payments by the name of Shane Shaw said there is nothing he can do even if I have been asking for the refund for almost 2 years and I must wait He promised to do the refund and call on Friday the 8 but did not today he said it will be done on Friday again.
