Course completed and paid off in 2018 but still no certificate issued

I have completed my Sales and Marketing short course in April 2018, since then I have been waiting for my Certificate with no success in communication with the Examination officer Sammy Mario at the Braamfontein branch. The last time I went there was in August 2019 and directly spoke to him he made phone calls to the National office and promised to courier the certificate to me overnight. Therafter, I am the one again chasing after him to communicate what is really going on.. All I get is " We still waiting on national office to respond or issue the Certificate"

It's been a full year and six months with no certificate, so many opportunities have passed by because of the cerrificate

This is reallly disappointing and unproffesional
