Bad service and no certification after completed course

I have completed a course and to date no certificate has been issued, Numerous calls and emails with no response to when the certificate will be sent out. I have been sent to one agent to the next requesting that i send them results that the school sent me? doesn't the school save the results since they sent them to me initially,

A year later still no certificate, and agents promising with nothing happening, I would never in a million years recommend them to anyone unless you want headache for the whole duration of the course.
