No supplying speed I paid for

I've complained twice already, and still the issue is not resolved.<br> Tested my speed yesterday. Made sure nothing is updating on my table, phone or pc.<br> On my 4mb line, Ookla speedtest shows a speed of 1.62mb, yet I still get billed for a 4mb line.<br> <br> I get very few instances where the speed is good, but for the most part this connection is very slow.
