Unhappy with Central Development

I bought a property through central development, My house was registered in December 2020 under my name's whilst they were building it to completion.

We only took occupation in July 2021 , in August when I checked my rates and taxes statement total amount was R10 300 . I then queried this with their office and was advised that I was liable , which didn't go well with me . I then approached the municipality offices to investigate , only to find out that the property was Registered as Vacant Land between December till date of occupation. So in essence I was charged vacant land rates and not residential.

This matter does not only affect me but a number of home owners within their newly build project. I find this as unfair because there was non-disclosure at point of sale . And not Treating The Customer Fairly.

Till today we are waiting for a response on how this calculation works because other peoples first bills within same estate are R0 balance.
