Persistent Blocking drain

I have been living with a blocked drainage since I moved in 3 weeks ago, I have been reporting this timelessly and the people who come here never seem to fix it. The plumbers that are meant to come here never actually come. The grass/drive way, whole paving is full of dirty toilet papers and dirty water from the drain, I am living in a completely unhygienic environment.

Please can someone come and fix this, someone who knows what they are doing.
