Mr

Cosmopolitan did they own **** here. 1.They left us with a lot of cracks. 2. They left me with a broken geyser tube 3. They did strait electrical connections now I have to settle municipal fines.

When I call them I am sent from pillar to post

I have tracked your stand and see that you have moved in three years ago, July 2017.

Our client service platforms import,  automated,  to our client service database.
There is no record of any complaint on your house over the last 24 months.
Kindly refer to our website for correct channels so that we will receive your complaint direct.

The last update we have on your stand was the after move in repair works attended in December of 2017.

Specific on the three issues you raise:

1.  CracksHairline & Settlement Cracks

Cracks are homeowner's maintenance from the start. All new houses will crack for up to two/three years while the house settles into an established structure. 

Thereafter you will still have odd cracks appearing, as the house will always be affected by external factors (expansion & contraction due to extreme temperatures, soil conditions etc)

Hairline and settlement cracks are to be repaired by yourself. Our contractors do repair the cracks visible (when they come to do your formal “after your 3 month move in” repair works). This is an extra service to our clients since they are already at your home. 
 Thereafter we do not assist with crack repair.

However if you have an unsightly or concerning crack, we  will evaluate and if needs be, attend repairs.
We use the width of a R5 coin usually to make the call if a crack is serious enough to investigate further.
Meaning, if the crack is a 'slot size" which a R5 fits through we will attend. Please send photos if you are in doubt

2.  Geyer and or Geyser Overflow Pipe
All geysers and associated plumbing fittings have a year warranty from the date that you have moved in. Any issues you may now experience, will have to be attended by your own plumber or a claim by you to your homeowner insurer.

3. Straight Connections
As developer we cannot do straight connections. 
We do not have access to sub stations  or mini-sub stations. It does at times happen that council may do a straight connection on the developer's request should the relevant council not have availbility of meters  at the time of handover. This is done with special permissions and record keeping by council since they would not want to loose revenue with an indefinate  straight connection. I can only assume that recently council has tracked water consumption to your stand but no electricity purchase. 
Council would with immediate effect block  power and issue a fine in view that the property has been occupied for 3 years. 

As homeowner, living in the house for 3 years, not purchasing  electicity in that time, it  would be regarded as opportunistic at best. 
At worst  council must recover the electricity usage from you, hence the imposed fines. 
This is not a pleasant situation, however, if you average the monthly electricity consumption of your household to the imposed fine, you will find that it calculates back to what your usage would have been.  
The payment of the fine would therefor be the right thing to do. 

Since all warranties have expired except for your NHBRC certificate, we close on this matter.
