Major roof leaks

I moved in Skycity 2018,during my retention period I reported roof leaks,they sent one of the construction workers to come and check my roof.He just climbed up and fixed 1 or two tiles,no proper inspection. On the 13th Jan 2022 my roof was leaking on the very same spot I had reported a while back and even worse other rooms were leaking. I came across cosmo response by Isalena Barreto "All specs are adhered to. Bank and local council will not give us the necessary certification to move in a client should we not comply. Why would we do this at the risk of not getting paid for a completed product, which we put our own money in upfront?" If cosmopolitan projects is so good in their job why is that majority of households have and are still reporting defects on their houses? It's very clear that my house has a very major roof defect because if it was really fixed accordingly the first time I reported it ,I wouldn't have been experiencing the same issue again on the same area the leak took place a while back.
