Cosmopolitan Projects - Leopards Rest, Alblertsdal

Cosmo seem to be keeping a guy like Mathys Basson as a manager but he is struggling to resolve issues we are experiencing as homeowners at Leopards Rest Security Estate. I moved in to my property in the beginning of September 2018. Couple of days of moving in I received an SMS from Ekurhuleni Municipality for a bill of R3751.90 I decided to go to the municipality this year February to enquire about this and they told me it must be resolved by the developer as it is under my name. I went to the office by the gate and Mathys was there but he indicated to the receptionist that he doesn't see people without an appointment. The receptionist (Jenny) gave me his business card to email or call him. I did so, I emailed all my statements from the municipality, sent a WhatsApp, called him, but there was no response. He is not responding to calls, emails and WhatsApp.

This is a huge concern now because the municipality had to switch of my lights at some point and I had to miss work to go resolve this issue. I had to pay a reconnection fee of R2222.00 before they could reconnect my electricity. Please bear in mind that the bill of R3751.90 has been accumulating interests all along.

Can I kindly get a resolution to this as this guy is not accessible and not helpful... AT ALL!

Summary Problem:
You are frustrated that you council bill does not seem to be correct and further frustrated that Mathys has not responded to your correspondence in this regard.

Our finding:  
It is incorrect for council to refer you back to Cosmo. We do not bill, adjust or have access to your account. We have taken it up with council that they must attend their customers.This has been accepted and agreed by council. 

Council may not  refer a new owner to the previous owner for clarity on their council account. Any overlap of billings; discrepancy must be clarified to you by council, adjusted/corrected.

Remedy Conclusion:
 I have taken up the matter with Mathys for  not responding to your queries. While he understands we do not resolve the council queries (see my finding below) , he should have referred you on the correct path as I have. Thank you for bringing this lack of service to our attention. 
The stand was registered in your name end Feb last year.Council by law,  will start charging from March last year.  Billing starts from land registrastration and not from occupation.

May I suggest you attend at council in person and request clarity of the different billings on your account. There may be adjustments to be made goverened by various council milestones (water meter installaton ; occupation certificate etc, ). 
Alternatively you can email council billing at : *** to look into your account. 

Please make a point to refer that they must ensure they are billing correct per meter installation (specific  charge), meter reading (different charge), registration(tax charge); occupation certificate (service charges). This is often where adjustments are needed. Council is aware of these and must attend accordingly.
