Cosmopolitan project water bill

I am very disappointed by how cosmopolitan has handled our water bill at our new house in sky city. We have been waiting for them to pay the bill for almost three months now, we have went to the civic center to speak the consultant there, he refers us to isalina which is the person that apparently deals with the water bill. I've sent her messages I've tried to call her but still no response whatsoever and the sad part is that the bill is incurring additional penalty fees. Like honestly this is incompetence on another level. Who will pay these additional fees and for christ sake why isn't the bill paid already. I'm so frustrated
