Cosmopolitan Leopards Rest
We were getting billed for rates and taxes by Municipality before occupying property. We have now signed only in early July 2018 that house is complete and ready for occupation . i went to the house last sunday of July 2018 to find that we have been disconnected . I have now received latest statement from Municipality stipulating high rates and taxes charges. The rates and taxes should only registered under the clients name once one moves in, not whilst the house is still not built or land still vacant. I have just contacted the Municipality , and they say we need to take the matter up with Comso . Cosmo is busy registering the accounts in our names on vacant land/ when the property is not completed and client has not moved in. We are moving in on 9th August and faced with paying a bill that i dont have a clue what is all about. These charges must be reversed urgently, Cosmo needs to take ownership. Its just sad that we asked about this and the Gentleman who sold us the house is send me to Leopards rest management . account number : ********** 531. ALL YOU NEED TO DO IS COMMUNICATE WITH YOUR CLIENTS, AN UNHAPPY CLIENT IS BAD PR OR BAD WORD OF MOUTH FOR ANY COMPANY.

Summary: You will see from several previous posts, that we have addressed this confusion several times. Rates and taxes are not only due once a client moves into a house but from registration of the land in the clients name. While it may not be preferable to pay tax for land not yet occupied, it is law. The upside is that our clients, from date of registration of land into their name, benefit in the daily increase in land value, irrespective of their home being completed or not. You are directly investing in yourself and your family's future.
Problem Identified: Per your statements above it would seem that council did not bill your rates for eight months. Possibly while municipal valuations were being finalized. You received an electric termination service even before the account. This we understand would come as a shock.
Corrective Action: . We have identified the"rates payment responsibility" as a confusing issue in the home owner process. We now, throughout our processes, starting from the approval of your transaction for a house, educate intensely, our clients, (mostly first time home owners) on this aspect of home ownership.
Closure: We are sure with this education drive that our clients will be better equipped to deal with their local council and understand the billing processes for land ownership.
