Billing/account - Sky City

We getting billed for rates and taxes by Municipality before occupying property. Comso what they doing is wrong. I have now received latest statement from Municipality stipulating high rates and taxes charges. The rates and taxes should only registered under the clients name once one moves in, not whilst the house is still not built or land still vacant. They tell us that we need to take the matter up with Municipality regarding these rates but the Municipality says Comso needs to sort it out because they are registering the accounts in our names on vacant land/ when the property not completed and client has not moved in. I want need these charges to be reversed urgently and Cosmo needs to take ownership of this.

Transaction Status: House Registered Oct 2017 and Occupied April 2018

Summary: We have managed to make contact and discussed your bill. Your account seems to reflect that council did not bill you rates and taxes since last year October. Suddenly you are billed R3200 arrear taxes once council updates their systems eight months later. This is clearly a council problem and cannot be deflected onto us.

Had council been up to date and billing you monthly, you would have been billed a much more affordable R400 per month. Now you are expected to pay R3200 immediately.

We are further aware that council staff are not explaining to clients their billing practices and policies when clients query their account. They are turning clients away and telling clients to speak to the developer. Council cannot refer clients to the previous owner. It is very disturbing that council is not assisting our clients with information and education on how billings are done and who is responsible at what stage for payment. We will take this up with top management at council.

Rates and taxes are not only due once a client moves into a house but from registration of the land in the clients name. While it may not be preferable to pay tax for land not yet occupied, it is law. The upside is that our clients, from date of registration of land into their name, benefit in the daily increase in land value, irrespective of their home being completed or not. You are directly investing in yourself and your family's future.

Problem Identified: Council did not bill your rates for eight months. They you are presented with an account eight months later. You were not aware as council was billing you a small amount monthly for availability of services (being water, sewer and power links to your house)

Corrective Action: From our discussion you now understand the process. We have identified the "rates payment responsibility" as a confusing issue in the home owner process. We now, throughout our processes, starting from the approval of your transaction for a house, educate intensely, our clients, (mostly first time home owners) on this aspect of home ownership.

We had a very positive discussion and we are happy that you will be better equipped to deal with your local council as you now understand the billing process.

These are all start up pains we experience with you, in the beginning of our new site development. We can confidently say, once the project, is a going concern, the wheels, in all aspects will turn much more smoothly.
