Core Group Istore dont want to pay the salary

My daughter worked for istore core group and she has resigned because she has seen greener pastures somewhere, core group istore dont want to pay her for the month she worked for , she now forefeet her leave days, overtime and her salary. The HR told her she can do whatever she wants she wont pay her . Please help i feel its really unfair.
