Settlement Balance Higher than 3 months ago

I have been requesting settlement quotes on my account on a regular basis at least every 3 - 4 months, Every time i could see that the settlement amount dropped with the payments made during the specific months, today all of a sudden the settlement balance is higher than what it was 3 months ago, please advice how this is possible. Every time I have made it clear that I am requesting a settlement qoute on these accounts, nothing else.<br> <br> Secondly I have to beg via e-mail for a response on my request and my e-mails are simply being ignored.
