Compeg is not transparent

We started Owning unit 29 in Oakhurst in 2018 and we have neved had an AGM, is it right for levies to increase but as owners to never see a budget or know why there are increases. We have no idea what the levies are being used for in this complex. Our water has been Around R100 for the past two years, we have not changed in our behavior and suddenly since December (we were hardly home) the water has significantly increased and as of Feb is at R900. Is there a commission we can report there not being an AGM held atleast once a year or any budget being presented and water being increased so much. I have brought up water issue and I was told to investigate at my own cost, this is so wrong. Almost 900% increase in water, can the body corporate not pick up that doesn't make sense? I'm tired of emailing and being ignored or given attitude /no customer service via email. Can someone assist
